The ICAO EUR/NAT Office together with EASA organized the Joint COG Task Force on Language Proficiency Requirements Implementation (COG LPRI TF 33) meeting which was held in EASA headquarters in Cologne, Germany, from 9 to 10 October 2018.

40 participants from 22 States and 6 International Organizations attended the meeting. Building on the successful joint endeavors, ICAO and EASA closely liaise in order to streamline and harmonize the relevant activities across the European Region.
The COG LPRI TF works within the terms of reference of the EANPG, to raise the awareness on safety-related language issues among stakeholders concerned: regulators, national ELP (English Language Proficiency) focal points, training organizations, airspace users, ANSPs and test service providers through various ICAO activities, including interregional workshops.
As part of the revised 2018-2020 Action Plan, the COG LPRI TF plans to establish a network and enhance communications between the stakeholders, share implementation best practices and identify harmonization issues on LPRI procedures within the EUR/NAT regions. The group also included in its Action Plan to support capacity building measures by developing dedicated guidance material to assist States with good testing practices in managing the delivery, administering aviation English language proficiency tests and standardized information for ELP certificates.
Based on the outcome of the Joint ICAO EASA LPRI TF 33rd meeting, and in order to jointly assist States in implementing the ICAO requirements, it was agreed that ICAO EUR/NAT Office and EASA will continue to organize joint LPRI TF meetings.
