States’ Action Plans
A total of 105 Member States, representing more than 90.8 per cent of international aviation Revenue Tonne Kilometres (RTK) voluntarily submitted
Action Plans to ICAO by the end of 2017. The successful results demonstrate the high level of interest and engagement of Member States, as well as the impact of the continuous assistance and capacity-building activities by the ICAO Secretariat to the State-designated Focal Points, including through the provision of tools and support to States.
ICAO continued to further update the tools and guidance made available to support States in developing and improving their Action Plans. Four States have established and announced partnerships. The
Buddy Programme invites States that have already submitted their Action Plan to ICAO to build partnerships with other Member States in order to support those States that have not yet prepared a State Action Plan
