Carbon Offsetting and Reduction Scheme for International Aviation (CORSIA)
As of 31 December 2018, 77 States, representing 76.62 per cent of international aviation activity, intend to voluntarily participate in CORSIA from its outset.
In June 2018, the Council adopted the First Edition of Annex 16 –
Environmental Protection, Volume IV —
Carbon Offsetting and Reduction Scheme for International Aviation (CORSIA), and this became effective on
22 October 2018 for application on 1 January 2019.
The First Edition of the ICAO
Environmental Technical Manual (Doc 9501), Volume IV —
Procedures for demonstrating compliance with the Carbon Offsetting and Reduction Scheme for International Aviation (CORSIA), which promotes uniformity of implementation of the technical procedures of Annex 16, Volume IV, was published in July 2018.
The Council also approved the 2018 version of the ICAO CORSIA CO2 Estimation and Reporting Tool (CERT) and its technical methodologies.
The Secretariat initiated the procurement process for the selection of a vendor who will develop the CORSIA Central Registry (CCR), according to the functional requirements agreed by the Council.
The Council launched the ICAO ACT-CORSIA (Assistance, Capacity-building and Training for the CORSIA) Programme, which encouraged the establishment of CORSIA Buddy Partnerships, so that a donor State assists a recipient State to build its national capacity to implement CORSIA.
To ensure a consistent and coordinated approach under ICAO, the Secretariat developed ICAO training materials and trained the experts from donor States to deliver on-site training to recipient States from September 2018.
By the end of 2018, CORSIA Buddy Partnerships across various regions had been established, involving
15 donor States and 96 recipient States. The most up-to-date information is available at:

An ICAO Seminar on Carbon Markets was held in February 2018 at ICAO Headquarters. In March and
April 2018, a total of 405 participants, representing 101 States and 14 international organizations attended five ICAO
Regional Seminars on CORSIA.
Following the adoption of Annex 16, Volume IV, an ICAO Seminar on CORSIA was held in July 2018, at ICAO Headquarters. The seminar was attended by 128 participants from 58 States and 54 participants from industry and international organizations.
