Procurement of equipment and subcontracts
A total of 360 purchase orders and subcontracts were issued for the field (334 under technical cooperation projects and 26 for technical assistance projects implemented by the Air Transport Bureau’s Environment Branch and the WACAF Regional Office) with the total field procurement implementation amounting to
USD 67.0 million, of which
USD 2.42 million was related to field procurements for projects managed by the Regular Programme. Assistance provided with respect to the upgrading of State civil aviation infrastructure included the development of technical specifications, the tendering and administering of complex multiphase turnkey contracts, and the commissioning of equipment. This had a direct and positive impact on the safety and security of airports and communications, environmental protection and air navigation infrastructure, primarily by enabling more efficient and economical aviation operations in the States and regions concerned. In particular, ICAO expertise ensured that technical specifications were in compliance with applicable Standards and Recommended Practices (SARPs) and regional Air Navigation Plans (ANPs).
A further 2 372 purchase orders and subcontracts (including direct purchase orders) for CAD 12.43 million were issued by TCB and allotment holders covering the procurement of equipment and services for the ICAO Regular Programme. Major procurements included contracts/purchase orders for the provision of design and construction of offices, along with the provision of furniture for the new premises of the ICAO North American, Central American and Caribbean (NACC) Office (CAD 485 273), datacenter firewall/application delivery controller software licence and services (CAD 334 414), services required for the second Next Generation of Aviation Professionals (NGAP/2) event in Shenzhen in December 2018 (CAD 289 600), provision of paper and cardboard (CAD 275 000), comprehensive information technology (IT) security review for Finance (CAD 259 935), catering services for various events organized by ICAO (CAD 334 915), provision of ICAO Enterprise Resource Planning (Agresso) upgrade (CAD 203 360), provision of computers and IT equipment (CAD 199 815) and services to develop the Carbon Offsetting and Reduction Scheme for International Aviation (CORSIA) Central Registry (CAD 183 869).
