RM systems put in place to coordinate RM in ICAO
The Resource Mobilization Network (RMN)’s purpose is to strengthen capacity in RM within ICAO, increase coordination between Bureaus and ROs and assist the Organization in mobilizing voluntary funding to support its Member States with the execution of civil aviation projects in line with ICAO’s Strategic Objectives. The RMN membership comprises nominated focal points from ANB, ATB, TCB and ROs, under the overall guidance of SPCP and standard operating procedures (SOPs) for the overall operation of the RMN are being drafted. Beginning in Q2/2020, SPCP initiated monthly coordination meetings with all ICAO Bureaus and ROs, which have yielded enhanced collection of RM-related intelligence and jointly coordinated RM efforts both in regional and global levels.
The ICAO Resource Mobilization Platform (RMP) was developed to streamline and facilitate joint RM efforts across the Organization, as well as demonstrate transparent and efficient financial management for contributions provided to the RMF. It is aspired that lessons learned from the RMP could be replicated across all ICAO Voluntary Funds. The Platform houses agreements for contributions made to the RMF, project templates, pipeline projects from across all Bureaus and Regional Offices (RO) for which resources are to be mobilized as well as a repository of efforts undertaken to mobilize resources for a particular project, thus promoting coordination within ICAO. In compiling the RMP catalogue of proposals, ICAO aims to prioritize the alignment of programmes and projects in need of funding with the unfunded portion of the Business Plan 2020-2021. The Council View of the Platform became accessible to all ICAO Council members in Q2/2020.
