Personnel training and licensing
The Personnel Training and Licensing Panel (PTLP) was established by the Air Navigation Commission (ANC) to enable the coordinated review and development of personnel training and licensing requirements within and across technical disciplines. The Panel met virtually on two occasions in 2021 to develop its work programme and working methods. The Panel established working groups for different focus areas and created streams according to aviation disciplines. The main topics being addressed by the Panel are:
Standards and Recommended Practices (SARPs) related to competency-based training and assessment and new technologies in pilot licensing;
qualification criteria for flight simulation training devices and other simulation training devices;
SARPs related to competency-based training and assessment and new technologies in air traffic controller licensing;
issues related to increasing automation; and
women and minority and ethnic groups in aviation professions.
Since the Panel is relatively new, its work at this stage mainly involves gathering information and establishing a plan for future developments. Proposed amendments are likely to cover Panel activities and will address Annex 1 — Personnel Licensing, Annex 6 — Operation of Aircraft, the Procedures for Air Navigation Services — Training (PANS-TRG, Doc 9868) and a large selection of existing and new guidance material.
