International interests in mobile equipment (aircraft equipment)
At the 7th meeting of its 223rd session, the ICAO Council, acting in its capacity as Supervisory Authority of the International Registry, approved changes to the Regulations and Procedures for the International Registry (Doc 9864). These changes were recommended by the Commission of Experts of the Supervisory Authority of the International Registry (CESAIR) at its 10th (virtual) meeting from 13 to 15 April 2021. The Council also approved an expedited procedure to consider and decide on new business activity submissions by the Registrar of the International Registry of Mobile Assets (Aircraft Equipment), Aviareto Limited.
Given that the three-year term for membership of CESAIR terminated on 1 July 2021, the Council appointed 15 members nominated by Australia, Brazil, Cameroon, Canada, China, France, Ireland, Jordan, Kuwait, Russian Federation, Singapore, United Arab Emirates, United Kingdom, United Republic of Tanzania and the United States. The third edition of the Rules of Procedure for the Commission of Experts of the Supervisory Authority of the International Registry (Doc 9893) was published in December 2021 to ensure gender-neutral language, in consideration of the Council’s Declaration on Improving Gender Representation in ICAO’s Governing and Technical Bodies (C-DEC 222/7). As at 31 December 2021, there were 81 Parties to the Convention on International Interests in Mobile Equipment (Cape Town Convention) and the Protocol to the Convention on International Interests in Mobile Equipment on Matters Specific to Aircraft Equipment (Aircraft Protocol).
