COMMUNICATIONS, NAVIGATION AND SURVEILLANCE (CNS) SECTION

Technical work programme responsibilities

  • maintenance of the currency of Annex 10 and related documents
  • maintenance of the currency of the communications, navigation and surveillance parts of the global air navigation plan for CNS/ATM systems and regional supplementary procedures (SUPPs) and various manuals and circulars
  • undertake studies and provide guidance on communications, radio navigation and surveillance concepts systems and functions
  • coordination with the International Telecommunication Union on all matters concerning the electromagnetic spectrum allocated to the aeronautical communications, radio navigation and surveillance services and administering the use of these allocations
  • coordination with other UN and industry organizations on matters of mutual interest in order to ensure that communications, navigation and surveillance requirements for international civil aviation are met in a cost-effective manner
  • development and maintenance of the ICAO communications, navigation, and surveillance (CNS) systems
  • development and maintenance of SARPs related to air/ground data link
  • refinement of SARPs related to Mode S and the aircraft collision avoidance system (ACAS)
  • refinement of SARPs related to communications procedures
  • development and maintenance of SARPs related to the global navigation satellite system (GNSS)
  • aeronautical frequency management
  • electromagnetic compatibility (EMC) in aeronautical systems
  • administration of the 24-bit aircraft address scheme
  • development and maintenance of SARPs related to surveillance enhancements
  • development and maintenance of SARPs related to the aeronautical telecommunication network (ATN)
  • development and maintenance of SARPs related to ATS voice switching and signalling systems
