ICAO Government Safety Inspector Airworthiness – Air Operator and Approved Maintenance Organization Certification

DESCRIPTION

This Implementation Package (iPack) is a self-contained package assisting and guiding the Civil Aviation Authority (CAA) and their airworthiness inspectors to perform certification activities for air operators and approved maintenance organizations. It includes relevant documentation and a training course to support these functions. A dedicated subject matter expert will work with the CAA personnel guiding their implementation efforts to achieve the objectives of this iPack. The level of progress made against each iPack objective depends on the availability of authority’s resources to perform the work.

 

GOAL

The goal of this iPack is to assist and guide civil aviation authorities, and their airworthiness inspectors, with attaining the competencies required to conduct certification and oversight activities for air operators and approved maintenance organizations.

 

OBJECTIVES

Following the successful deployment of this iPack, CAA airworthiness inspectors with certification and oversight responsibilities for air operators will be better equipped to:   


  1. review AMO formal application and identify formal application meeting objectives;
  2. evaluate an applicant’s Maintenance Procedures Manuals (MPM);
  3. evaluate an applicant’s training curriculum and determine if initial approval can be granted;
  4. evaluate the results of a main base inspection and determine inspector actions;
  5. evaluate an operator’s Maintenance Control Manual;
  6. evaluate an operator’s proposed Minimum Equipment List (MEL) and identify Configuration Design Limitations (CDL); and
  7. complete an operator’s certificate and SOPs and identify items to include in the certification report.


TARGET AUDIENCE

The target audience of this iPack comprises Government safety inspectors (GSI) and CAA airworthiness inspectors tasked with certification of air operators and approved maintenance organizations.

    • Dedicated subject matter expert, for a duration of 15 workdays over a period of three months, providing remote technical assistance to achieve the objectives of the iPack.
