ICAO's World-wide Air Transport Conference (Montreal, 1994) which examined the present and future regulation of international air transport, recommended that ICAO study the implications of airline codesharing arrangements. The Secretariat carried out the Study which was published in 1997 as
ICAO Circular 269 (pdf). The table of contents and executive summary of the Study are reproduced below.
Subsequently ICAO's Air Transport Regulation Panel produced an
explanatory note and recommendation on the consumer aspects of codesharing. On 30 May 1997 the Council approved this guidance which is reproduced following the material on the Study.
