1. Introduction and presentation
The ICAO Council has designated 2024 as the "Year of Facilitation" (FAL2024). Air transport facilitation plays a vital role in the efficient management of border control processes and in expediting international air travel. This aspect of ICAO's mandate works with States and a broad group of stakeholders to implement measures which prevent unnecessary delays to aircraft, passengers, crews, and cargo, especially in the administration of laws relating to immigration, quarantine, and customs.
ICAO's FAL2024 initiative is geared towards highlighting the significance of air transport facilitation and its transformative potential.
With this enhanced focus, FAL2024 stands as a testament to ICAO's commitment to fostering a safe, secure, and sustainable aviation ecosystem.

3. Activities in ICAO EUR/NAT area
- ICAO EUR/NAT office held an ICAO Facilitation Seminar from 10 to 11 July 2023 in Baku, Azerbaijan. On the agenda of the seminar the following topics were discussed:
- International Facilitation Legal Instruments (Article 22 of the Chicago Convention and an overview of Annex 9);
- Developing the National Air Transport Facilitation Programme (NATFP) and Airport Facilitation Programmes (Standard 8.18 and 8.19 of Annex 9; Doc 10042 – model NATFP; Appendix 11 to Annex 9 etc.);
- Establishing the National Air Transport Facilitation Committees (NATFC) and Airport Facilitation Committees (Standard 8.20 of Annex 9; EFOD System etc.).
- An ICAO EUR/NAT-ECAC FAL Workshop was held on 12 March 2024 in Athens, Greece hosted by Hellenic CAA. All the presentations from the event are available on the ICAO EUR/NAT website.
