BRIEF DESCRIPTION:
This will be the second of a two-part webinar which will include a panel discussion involving regulators and UAS Operators. The panel members will discuss the successes and challenges involved in BVLOS operations, including those related to humanitarian and lifesaving activities. Panelist will include the Rwandan CAA, Transport Canada, Zipline and Renfrew County Paramedic Services.

SPEAKERS/MODERATOR BIOS:
Mark Wuennenberg
Mr. Wuennenberg is a 35-year veteran of the Royal Canadian Air Force and has over three decades of experience working on regulatory and UAS files, including UAS operations, regulatory and standards development, airworthiness, training and flight authorizations. He has created foundational UAS regulations for the Canadian Armed Forces, the United States Air Force and NATO. Most recently, Mr. Wuennenberg was a civil aviation inspector and UAS SME with Transport Canada. He holds an Airline Transport Pilots License and a Transport Canada RPAS pilot certificate. Mr. Wuennenberg is currently a Technical Officer in the RPAS Secretariat in ICAO and the Secretary to the ICAO UAS Advisory Group.
Silas Udahemuka
Col. Silas Udahemuka is a member of the board of directors of the EAC- Civil Aviation Safety and Security Oversight Agency which is a Regional Safety Oversight Organization (RSOO). Currently serving as the Director General of Rwanda Civil Aviation Authority. Before being appointed to the position of the Director General in 2014, Col. Silas deputized the Director General in the same organization and he was responsible for Airports Management and Operations. A position he served in for 7 years. Silas joined the Civil Aviation Authority in Jan 2007.
Felix Meunier
Mr. Meunier started working at Air Canada's Technical Services and at the Canadian Embassy in Washington, D.C. He joined Transport Canada in 2006, working in different policy areas, including strategic policy, innovation policy and international air policy before becoming Executive Advisor to the Assistant Deputy Minister, Policy and later to two associate deputy ministers. He was Public Servant in Residence in the French public service in 2013-14. He returned in ports policy and, since 2015, had been Director, Management Services for the Civil Aviation Directorate. Félix Meunier was appointed Director, Remotely Piloted Aircraft Systems (RPAS) Taskforce on June 26, 2017.
Daniel Czerwonka
Mr. Czerwonka built Zipline's first commercial drone ports in Rwanda and Ghana. Now, as Head of Global Regulatory Affairs, he manages Zipline's integration into the national airspace of countries around the world. Mr. Czerwonka enjoys collaborating closely with regulators to develop pathways to safe and effective airspace integration with manned aviation. He is a graduate of Georgetown University Law School and holds three US State Bar licenses, as well as an FAA's UAS drone operator license.
Michael Nolan
Michael Nolan has served Canadians through many facets of Paramedic Services. Chief Nolan has served as a Paramedic, Flight Paramedic, Professor, Deputy Chief of the Ottawa Paramedic Service, President of the Paramedic Chiefs of Canada, Director of Emergency Management for the City of Ottawa and is currently the Chief Paramedic/Director Emergency Services, County of Renfrew. Chief Nolan has worked tirelessly to advance and align emergency services leadership locally, nationally and internationally through research, government relations, policy development and the creation of standards for all emergency services.
