Fact Finding Investigation Report
After the diverting by Belarus of Ryanair Flight FR4978 in 2021, the ICAO Council requested that the ICAO Secretariat conduct a fact-finding investigation into the related events. A special Fact Finding Investigation Team was accordingly established, composed of ICAO experts in the fields of aviation security, aircraft operations, air navigation, and international air law.The resulting FR4978 fact-finding report is available below and is based solely on the data and information countries have made available to ICAO. It includes operational details, technical analyses of the various measures and decisions undertaken, and references where applicable to the Chicago Convention and applicable international legal instruments.
