Approach Classification
The Council adopted amendments to Annexes 2 — Rules of the Air, 6 — Operation of Aircraft, 10 — Aeronautical Telecommunications and 14 — Aerodromes and approved amendments to the Procedures for Air Navigation Services — Air Traffic Management (PANS-ATM, Doc 4444) and the PANS-OPS relating to new approach classification for applicability in 13 November 2014. This new classification is aimed at reducing the confusion over approach operations terminology and improving efficiency by creating a performance-based approach operations concept which reduces the need for excessive runway lighting requirements. A circular that provides guidance for implementation of these new provisions is in development.
Upset prevention and recovery – Mitigation of loss of control in-flight
Amendments to Annexes 1 — Personnel Licensing, 6, Part I — International Commercial Air Transport — Aeroplanes and the Procedures for Air Navigation Services — Training (PANS-TRG, Doc 9868) were developed on the subject of upset prevention and training (UPRT) for pilots to avoid and, if necessary, recover from upsets. This will help to reduce the number of fatalities related to loss of control in-flight (LOC-I). Guidance material in support of these amendments includes the Manual of Criteria for the Qualification of Flight Simulation Training Devices (Doc 9625). In addition, the Manual on Aeroplane Upset Prevention and Recovery Training (Doc 10011) is in development.
Multi-crew Pilot License (MPL) Symposium
Nearly 300 participants attended the MPL Symposium in Montréal from 10 to 12 December. They shared their experiences in implementing the new MPL license, as well as the challenges faced by regulators and the industry in implementing supporting training programmes. The major outcome of the symposium was the identification of future work for the improvement and implementation of the MPL.
Launch of the ICAO Cabin Safety Programme and Development of a Training Manual
Cabin safety is an area of flight operations aimed at enhancing the safety of passengers and of the flight. It encompasses several aspects such as regulations, operator procedures, training, and safety and emergency equipment required on board aircraft.
As part of its new Cabin Safety Programme, ICAO developed a competency-based approach to cabin crew safety training in order to establish an international baseline for cabin crew competencies. The work was progressed with the help of a joint industry-regulatory group, the ICAO Cabin Safety Group (ICSG), composed of experts from civil aviation authorities, airlines, aircraft manufacturers and international organizations. The upcoming third edition of the ICAO Cabin Crew Safety Training Manual (Doc 7192 Part E-1) provides guidance related to cabin crew training requirements found in Annex 6 — Operation of Aircraft, Part I, International Commercial Air Transport — Aeroplanes, and details a competency-based approach to cabin crew training.
Airworthiness Manual (Doc 9760)
The Airworthiness Manual has been completely restructured to provide more emphasis on continuing airworthiness. It is also presented in a user-friendly format to benefit States with limited continuing airworthiness capabilities. Instead of being divided by subject, the emphasis is now on State roles: the State of Registry, the State of Operator and/or the State of Manufacture and Design. The unedited third edition of the Airworthiness Manual (Doc 9760) was published on the ICAO-NET and seminars were convened in the Regions (China, India, Republic of Korea, Thailand and United Arab Emirates) to introduce the new structure of the third edition of the manual.
