Technical Cooperation and Assistance Projects (TCB)

 

During 2014, there were 56 national and 14 regional operationally active technical cooperation projects contributing to further improving aviation safety around the world.  Major achievements over the period include:

 

Africa-Indian Ocean (AFI) Region

 

  • Continued assistance in the establishment of the Common Civil Aviation Oversight Agency (ACSAC) of the UEMOA sub-region (Union Économique et Monétaire Ouest Africaine) and of the SADC Aviation Safety Oversight Organization (SASO);
  • Continued assistance in the operations of the Banjul Accord Group Aviation Safety Oversight Organization (BAGASOO) and the Banjul Accord Group Accident Investigation Agency (BAGAIA);
  • Continued assistance to 24 States through two Cooperative Development of Operational Safety and Continuing Airworthiness Programmes (COSCAP);
  • Conduct of an aircraft accident investigation course for the Banjul Accord Group (BAG) States;
  • Establishment of the Foreign Aircraft Safety Assessment Programme (FASAP) in the Banjul Accord Group (BAG) region;
  • Development of a web-based Inspector Surveillance and Activity Tracking System (ISATS) for the Banjul Accord Group (BAG) States;
  • Assistance in the translation of primary legislation to English, Portuguese and Spanish for a group of ten States in Central Africa;
  • Review and amendment of flight operations and airworthiness procedures and technical guidance material in six States;
  • Review and amendment of the primary aviation law and regulations in the areas of flight operations, airworthiness, personnel licensing, air navigation services and aerodromes in one State;
  • Assistance in the certification of air operators in five States;
  • Assistance in the certification and surveillance of maintenance organizations, approved training organizations and aerodromes in two States;
  • Assistance in the implementation of Universal Safety Oversight Audit Programme (USOAP) Corrective Action Plan (CAP) items in eight States;
  • Assistance to two States in the preparation of an ICAO Coordinated Validation mission (ICVM);
  • Assistance in the resolution of Significant Safety Concerns (SSCs) in three States;
  • Conduct of technical cooperation missions in coordination with the Africa and Indian Ocean Cooperative Inspectorate Scheme (AFI-CIS) in one State and with the European Aviation Safety Agency (EASA) in two States; and
  • Delivery of training to 597 national staff of 32 States in various safety-related areas, including flight operations, airworthiness, personnel licensing, accident investigation and prevention, and aerodromes and ground aids. 

 

Asia and Pacific (APAC) Region

 

  • Continued assistance to 24 States and Special Administrative Regions (SARs) in the fields of safety oversight through three regional Cooperative Development of Operational Safety and Continuing Airworthiness Programmes (COSCAP) towards resolution of significant safety concerns, USOAP-identified deficiencies and other safety-related findings, as well as in the transition to the USOAP Continuous Monitoring Approach (CMA), including inspector training and other safety-related training; participation in the Asia-Pacific Regional Aviation Safety Team (APRAST) including facilitation of the three ad-hoc working groups on controlled flight into terrain (CFIT), loss of control (LOC-I) and runway safety (RS); and participation in the Regional Aviation Safety Group (RASG);
  • Continued assistance to 15 States and Special Administration Regions (SAR) with improvement of flight procedures through on-the-job training, delivery of PANS OPS Initial Course, Performance-Based Navigation (PBN) Implementation Workshop, PBN Procedure Design Course, Flight Validation for Pilot Course, Procedure Design Quality Assurance Course and flight procedure review for five airports in three States;
  • Assistance to five States in preparation for ICAO Universal Safety Oversight Audit Programme (USOAP) audits and in the development and implementation of Corrective Action Plans (CAPs);
  • Participation in safety oversight inspections and audits in one State;
  • Enhancement of the safety oversight capability in the areas of rulemaking, aerodromes and flight operations including, inter alia, training on auditing techniques for regulators, hazard identification and risk management, conduct of State Safety Programme (SSP) gap analysis, development and assessment of safety performance indicators, proposed revisions to civil aviation safety regulations pertaining to Safety Management Systems (SMS), organization and facilitation of workshop forums related to flight data analysis programmes, the safe execution of a “go-around”, and provision of ramp inspection training to members of regional safety programmes;
  • Delivery of training to 474 national staff of 21 States, in the areas of hazard identification and risk management, Safety Management Systems (SMS), State Safety Programmes (SSP), cabin crew safety and dangerous goods; and
  • Delivery of training to 54 participants from 17 States in aerodromes (Annex 14 — Aerodromes), airport engineering (planning, design and construction), airport lighting operation, civil aviation management, electronic safety tools, instructor course, safety audits of air traffic services, safety oversight inspectors (airworthiness, flight operations and air navigation services), safety oversight managers, and State Safety Programme under the Developing Countries Training Programmes of three States. 

 

Caribbean and South American (CAR/SAM) Region

 

  • Continued assistance to ten States with the provision of expertise in airport certification, airport inspection, air traffic control, aviation law, air transport management, airport engineering, electro-mechanical engineering, Safety Management Systems (SMS), civil aviation accident investigation, airport safety, human resource management and project coordination;
  • Assistance in the repair of a runway sweeper for one State;
  • Procurement of a flight calibration aircraft equipped with an Automated Flight Inspection System (AFIS) for one State;
  • Implementation of a software solution for licensing procedures in one State;
  • Preparation of technical specifications for the procurement of a portable lighting system for one State;
  • Delivery of training to 763 national staff of five States, including the areas of aerodromes, aircraft simulators and language proficiency;
  • Assistance to one State in the implementation of the State Safety Programme (SSP);
  • Development of national civil aviation legislation and regulations for one State;
  • Procurement of satellite communications equipment for search and rescue operations in remote areas in one State;
  • Procurement of equipment such as four ambulances, one semi-permanent hangar, one mobile tower and other medical equipment to support search and rescue activities in one State;
  • Procurement of maintenance and logistical services to search and rescue and flight inspection aircraft;
  • Flight simulator training for the flight inspection crew in one State;
  • Conduct of a feasibility study for one international airport in one State;
  • Development of a Corrective Action Plan proposal for the rectification of some of the deficiencies identified in the ICAO USOAP report for one State;
  • Implementation of a receiver autonomous integrity monitoring (RAIM) prediction service for 11 States in the region;
  • Provision of assistance in the certification of aerodromes and heliports in one State;
  • Continued assistance to one State in the development and harmonization of Latin American Aviation Regulations (LARs) and associated procedures in the fields of personnel licensing, airworthiness, flight operations and aerodromes;
  • Assistance in the translation of LARs into English and Portuguese for one State;
  • Provision of training to participants from 12 States in the areas of personnel licensing, aerodromes, flight operations and airworthiness inspections, requirements for approval of aircraft and operators, ramp safety inspection data exchange (IDISR) and dangerous goods;
  • Certification of two approved maintenance organizations (AMOs) and start of the certification process of four AMOs under the multinational certification and surveillance initiative; and
  • Conduct of a training needs assessment for one State, including an assessment of the civil aviation training centre and the maintenance of the TRAINAIR PLUS certification.

 

Europe and Middle East (EUR/MID) Region

 

  • Continued assistance to one State in the area of Aviation Medicine;
  • Assistance to one State in the procurement of four automatic external defibrillators;
  • Preparation of a feasibility study for an aviation medical complex to be established in one State;
  • Support to one State regarding its Corrective Action Plan (CAP) and provision of capacity-building to rectify Significant Safety Concerns (SSCs);
  • Resolution of one SSC related to the issuance of aircraft airworthiness certificates for one State;
  • Assistance to one State in discharging its certification and safety oversight responsibilities;
  • Assistance to three States for the implementation of the State Safety Programme (SSP);
  • Preparation of a comprehensive training programme, through a regional project, for new inspectors joining the civil aviation authorities and recurrent training for experienced personnel;
  • Review of aerodromes regulations for one State;
  • Development and issuance of a handbook on compliance, enforcement and resolution of identified safety deficiencies for one State;
  • Development of a safety quality assurance system for one State;
  • Continued assistance to the national accident investigation team of one State;
  • Development of technical specifications for equipment related to emergency operations and medical services for one State;
  • Preparation and development of a comprehensive fire rescue services instruction manual for one State;
  • Continued assistance to one State to enhance its capability in human resources training; and
  • Delivery of training to 546 national staff of 13 States, in the areas of Aircraft Accident Investigation (AAI), safety oversight, safety assessment of foreign aircraft and transport of dangerous goods.
