Aviation Data and Economic Analysis
In 2019, the Secretariat conducted workshops to train States to use the latest aviation analysis tools developed by ICAO to encourage informed policy-making. Modernization of the ICAO Statistics Programme continued as part of the Enterprise Data Management initiative.
The Multi-disciplinary Working Group on Long-term Traffic Forecasts (MDWG-LTF) under the Aviation Data and Analysis Panel (ADAP) developed a single set of long-term traffic forecasts in 2019. The MDWG-LTF comprises ten Member States and three international organizations. Such forecasts are critical to effectively implement ICAO’s
No Country Left Behind (NCLB) initiative, estimate future trends of noise and emissions, assess the operational and cost-effectiveness of air navigation systems including the Aviation System Block Upgrades (ASBU), and assess licensed personnel and training requirements, as well as for infrastructure planning and capacity-building for improved safety of operations. The Secretariat worked on the update of the traffic forecasts with the 2018 baseline as requested by the Committee on Aviation Environmental Protection (CAEP).
Studies on regional differences in international airline operating economics for the years 2013, 2014, 2015 and 2016 were carried out in 2019, and a study for 2017 is ongoing; results are published in circulars on a biennial basis. Based on the results of these studies, values of the global and area weightings were provided, on an annual basis, to the International Air Transport Association (IATA) Prorate Agency to establish prorate factors for passenger revenues from interline journeys.
ICAO also developed a Global Air Connectivity Index to look at the ease of international connectivity. This index is used by the World Bank. ICAO is partnering with Member States and particularly with Small Island Developing States (SIDS) to conduct socioeconomic impact studies looking at how policy intervention in the aviation sector contributes to economic growth and socioeconomic benefits.
ICAO provides cost-benefit analysis and feasibility studies to address and implement various regional safety oversights initiatives of the Organization thus ensuring the sustainable growth of air transport.
Economic impact studies were concluded in 2019 for the Dominican Republic. This research provided a powerful platform from which ICAO can continue its advocacy for sustainable aviation development that is aligned with its policies, strategies, and standards and recommended practices.
