Support on the means of secret ballot for virtual Council Sessions
Following the adoption by the Council in April 2020 of guidelines for virtual meetings of the Council and subsidiary bodies during the COVID-19 pandemic, the Legal Affairs Bureau (LEB) supported the Bureau of Administration and Services (ADB) to review the
Procedures for the conduct of votes by means of secret ballot during virtual sessions of the Council, taking into account the practice in the United Nations General Assembly. In January 2021, the Procedures, supporting the application of the
Rules of Procedure for the Council (Doc 7559) on conducting secret ballot voting during the pandemic, were adopted by the Council as Appendix A to the
Guidelines for virtual meetings of the Council of ICAO. Those Procedures were successfully implemented during the 222nd and 224th Sessions of the Council for the appointment of the new Secretary General and the President of the Air Navigation Commission, respectively.
