This Implementation Package (iPack) is a self-contained package to facilitate and guide Civil Aviation Authorities (CAAs), Public Health Authorities, other relevant national authorities, aerodrome operators and aircraft operators in the implementation of Public Health Corridors in accordance with the ICAO Council Aviation Recovery Task Force (CART) guidance material. It includes relevant documentation, tools and courses to facilitate restoring international air travel. A dedicated expert will work remotely with the CAA, providing guidance in their implementation efforts to achieve the objectives of the iPack.
GOAL
Restore international travel through the implementation of Public Health Corridors by supporting Civil Aviation Authorities (CAAs) in sharing information, applying mutually accepted public health measures and concluding bilateral or multilateral agreements.
OBJECTIVES
After having successfully implemented this iPack, State authorities will be better equipped to:
- Assess the status of implementation of COVID-19 public health mitigations measures in their States, conduct a gap analysis against the relevant ICAO SARPs, CART recommendations, CAPSCA and associated guidance material and determine an action plan for further improvement;
- Develop a COVID-19 aviation risk assessment framework in accordance with sovereign principles that integrates with existing national frameworks;
- Apply decision-making tools to determine the risk of transporting potentially infectious passengers or importing/ translocating the virus between States;
- Mitigate the COVID-19 infection risk by implementing a multi-layer risk management strategy that is evidence-based and performance-based;
- Share public health risk mitigation measures and best practices with other States to encourage harmonization; and
- Engage in bilateral or multilateral discussions with other states to establish public health corridors between States.

Dedicated CAPSCA Subject Matter Expert, for an expected duration of 15 work days during a three-month period, supporting Civil Aviation Authorities remotely in achieving the iPack Objectives.
