COSCAP-NA Programme headquarters were established in Beijing, China in February 2003, with programme offices kindly provided by the Civil Aviation Administration of China (CAAC). The Deputy Administrator of the CAAC serves as the Chairman of the programme Steering Committee and the Director General of Aviation Safety Office of CAAC serves as the Executive Chairman to manage and oversight the daily programme operations.
The Programme has completed 3 phases and it is currently on the 4th phase:
Phase I: February 2003 - January 2008
Phase II: February 2008 - January 2013
Phase III: February 2013 - January 2018
Phase IV: February 2018 - January 2023
