Directors-General of Civil Aviation (DGCA) and senior civil aviation officials from 26 States from across the Americas convened in Punta Cana, Dominican Republic this week to attend the ICAO-Singapore DGCA Programme on Aviation Resilience.
Hosted by the Dominican Institute of Civil Aviation (IDAC), this session represented the second delivery of the programme following its
launch in Singapore in May 2022.
Targeting the DGCAs of all ICAO Member States, this programme was created by the Civil Aviation Authority of Singapore (CAAS) to accelerate the recovery of air services by improving alignment with international best practices. Subject matter expertise is provided by ICAO and CAAS executives and experts.
The training reviews how States can structure their aviation sector and regulatory bodies after the COVID crisis, and covers how to establish effective, innovative and sustainable air transport system resiliency to protect against the impacts of future pandemics and disruptions.
Additional modules added to the programme in the Dominican Republic include managing compliance with ICAO safety and security standards and recommended practices, preparations for the upcoming
ICAO Assembly (A41), and ICAO’s activities supporting State implementation efforts. The implementation module included a presentation on the extensive products and services provided by ICAO’s Technical Cooperation Bureau, such as ICAO
Implementation Packages.
This event was a platform for the attending States and ICAO’s Secretary General and Regional Directors for the Americas to enhance communications and preparations for the priorities around A41, helping to ensure active State involvement and participation in the ICAO Assembly.
This event also served to strengthen collaboration on training, with the signature of a Declaration of Intent (DoI) between the Singapore Aviation Academy (SAA) and the North America, Central America and Caribbean Region’s regional grouping of training centres. The DoI fosters the sharing of expertise, collaboration and enhancing harmonization of training activities, aligned with ICAO’s training objectives.
Additional agreements aimed at enhancing training competency development were signed between Singapore and the Dominican Republic’s Academia Superior de Ciencias Aeronáuticas (ASCA), an ICAO Regional Training Centre of Excellence, and Escuela de Seguridad de la Aviación Civil (ESAC)
