The President of the ICAO Council is elected for a three-year term by the 36 States elected to the ICAO Council, and may be re-elected for one additional term.
Mr. Toshiyuki Onuma is the seventh and current President of the ICAO Council. He was elected on 26 November 2025 for a three-year term beginning 1 January 2026.
The Council President is elected by virtue of his or her international experience and insight in international civil aviation, and serves chiefly as a consensus builder during diplomatic engagements among the 36 voting Council States.
The Office of the President is responsible for a wide range of duties relating to the organization and management of the Council's work, and manages the Organization's public and external relations in collaboration with the Office of the ICAO Secretary General.
