Fund Structure and Mechanisms

Purpose and Framework

The SAFE Fund was established to collect and allocate voluntary contributions from States and other donors to support ICAO safety programs in a transparent, efficient, and timely manner. It aims to improve the safety of civil aviation by addressing serious safety deficiencies in ICAO member states.


Project Selection and Management

The SAFE Project Review Committee (PRC) is tasked with reviewing project proposals and making funding recommendations. The PRC evaluates the proposals based on their validity and adherence to the funding criteria. Projects are prioritized based on their alignment with ICAO's safety Strategic Objectives.


Types of Contributions

Contributions to the SAFE Fund can be either un-earmarked for general safety-related projects or earmarked for specific new or existing safety-related projects. This flexibility allows ICAO to allocate funds to priority projects and address urgent safety issues effectively.


Funding Allocation

The SAFE fund supports projects that enhance aviation safety and navigation capacity, ensures compliance with ICAO Standards and Recommended Practices (SARPs), and resolves Significant Safety Concerns (SSCs). It also provides contingency funding for ICAO to act on urgent safety issues and unforeseen events.

Implementation

Transparency and Reporting

ICAO maintains a public website providing detailed information about the SAFE Fund, including how to contribute and its list of contributions. This transparency ensures accountability in the management of the fund.


Global Impact

Since its inception, the SAFE Fund has supported numerous safety-related projects across all ICAO regions. These projects have been implemented thanks to voluntary contributions from States, international and regional organizations, and other stakeholders in international civil aviation.
