The ICAO regional seminar on Safety Oversight in the area of Quality Management Systems (QMS) was held in Sofia, Bulgaria on 24 September 2024 at the kind invitation of Directorate General "Civil Aviation Administration" of Bulgaria and Bulgarian Air Traffic Services Authority (BULATSA).

Representatives of civil aviation authorities (CAAs) and the industry have discussed on how quality management provisions can be integrated into safety oversight activities as presented in the recently published ICAO EUR Doc 048 "Guidance on the Harmonized Implementation of Quality Management Systems in Aviation and related Oversight".
In addition, a draft QMS Assessment Tool was introduced for the trial usage by CAAs.
