BRIEF DESCRIPTION:
This webinar will introduce the objectives and benefits of the iPACKs developed by ICAO. The iPACKS to be discussed are:
- Strengthening National Air Transport Facilitation Committees for Re-Start and Resilience of Civil Aviation;
- Aviation Safety Risk Management related to COVID-19 for Civil Aviation Authorities; and
- Strengthening Aviation Security during the COVID-19 Pandemic.
This session will guide State entities, aviation service providers, supply chain stakeholders and their personnel in the deployment process of iPACKs to support their ICAO compliance efforts.

SPEAKER BIOS:
Jorge Vargas
Jorge Vargas was appointed as the Director of the ICAO Technical Cooperation Bureau in May 2018. Mr. Vargas has over twenty-eight years of experience in the international scope and context of civil aviation and has held several leadership positions including Executive President of the Central American Corporation for Air Navigation Services (COCESNA), Director of the Agency on International Safety for Central America (ACSA), Director General of Civil Aviation of Costa Rica, Member of the Technical Council of Civil Aviation (CETAC), Flight Standards Coordinator, Chief of Air Navigation and Air Traffic Controller.
Throughout his career in civil aviation, Mr. Vargas has exercised leadership responsibilities in managing complex portfolios including, among others, civil aviation master planning, economic regulation of air transport, multilateral strategies and negotiations, and capacity building of civil aviation authorities. Mr. Vargas has been a champion in promoting efficient, safe, sustainable and environmentally responsible civil aviation sector. He also has extensive experience in project management and audit of States' civil aviation capabilities on safety and security based on international civil aviation standards and recommended practices.
Mr. Vargas holds a Bachelor's Degree in Business Administration from the Universidad Latina of Costa Rica and a Master's Degree in Business Administration from INCAE Business School in Managua, Nicaragua.
Devan Panchal
Devan Panchal joined ICAO in 2019 as part of the Safety Management Programme. He has worked on several safety management implementation initiatives to date, and is part of the team who designed and developed the Aviation Safety Risk Management iPack, as well as the recently published Handbook, Doc 10144. He provides secretariat support to the ICAO Safety Management Panel and is also responsible for safety promotion activities.
He has international experience as an Aviation Consultant primarily working with Air Navigation Service Providers (ANSPs). Prior to joining ICAO, he was based in the Middle East working with ANSPs to implement effective Safety Management Systems, combining international best practice with working knowledge of ICAO provisions such as Annex 19. He holds a Master's in Chemistry from the University of Bristol.
Janet Chemeli
Janet Chemeli is a Facilitation Officer with the ICAO Air Transport Bureau, Aviation Security and Facilitation Section, Facilitation Section where her functions include, inter alia, amendments to Annex 9, its implementation and related capacity building. She is also responsible for coordination and planning related to Facilitation Implementation Seminars and Training, assistance initiatives under the Facilitation Programme and implementation aspects of Doc 9303 (Machine Readable Travel Documents).
Fernando Coelho
Fernando Coelho started working for ICAO in 2002 as Short Term Expert as Team Leader in the USAP Audit program. He joined permanently ICAO in 2011 as Analysis and Quality Assurance coordinator and Team Leader for the USAP and since 2015 works in the Implementation Support and Development Security Section as Technical Assistance Coordination Officer.
Mr. Coelho has 30 years working experience in the civil aviation branch of industry (Airlines and Airport) and government level at the Portuguese Civil Aviation Authority, where he was Deputy Director for Aviation Security and Facilitation and Head of the Quality Control Department He is a certified ICAO, EU and ECAC Aviation Security Auditor and instructor since 2002.
He holds a Masters in Aviation Management with a dissertation on aviation security, a Post-Graduate in Air Transport Management and has a degree in Human Resources Management.
Mekki Lahlou
Mekki Lahlou is the Head of the Training Operations Unit of the Global Aviation Training Section. He oversees ICAO training operations as well as coordinates and monitors business development activities. He is also a team member involved in the development and deployment of ICAO Training Packages (iPacks).
Prior to joining ICAO, Mr. Lahlou was heading the public affairs department at the Amadeus Institute, a euro-Mediterranean think tank based in Rabat, Morocco, and was a policy analyst at the International Air Transport Association's (IATA) Government and Industry Affairs department, based in the organization's executive offices in Geneva, Switzerland. He holds a Bachelors Degree in Political Science from McGill University and a Master's Degree in International Public Management from l'Institut d'Etudes Politque de Paris.
