Prior to the establishment of the ICAO USAP, a number of ‘technical evaluations’ were conducted in States on a voluntary basis in order to assess compliance with the Standards of Annex 17 and to provide advice on any necessary improvements. These evaluations revealed that there was a significant shortfall in compliance worldwide. With increased concern over the level of aviation security worldwide after the events of 11 September 2001, a need was identified to reduce all acts of unlawful interference and to restore public confidence in civil air transport. The USAP was created in order to respond to this need.
