- | Delegate power or authority to the Council necessary for the discharge of its duties. |
- | Consider proposals for the modification or amendment of the provisions of the Chicago Convention. |
- | Deal with any matter not specifically assigned to the Council but appropriate to consideration under the Chicago Convention. |
