A number of ICAO Member States have collaborated by pooling and sharing resources, harmonizing regulations, conduct investigations, and to provide better aviation safety oversight or overcome challenges due to insufficient financial, technical and/or qualified human resources.
ICAO facilitates support through cooperation platforms for Regional Safety Oversight Organizations (RSOOs), Regional Accident and Incident Investigation Organizations (RAIOs), and Cooperative Development of Operational Safety and Continuing Airworthiness Programmes (COSCAPs).
