ICAO hosted a first discussion on multi-level governance of Urban Air Mobility (UAM) in August 2023 (recording available here). As a follow-up, this webinar aims to highlight the different levels of governance needed for the integration of eVTOLs in urban environments and reflect on the advancements made so far. Speakers are invited to discuss the cooperation between UAM actors for decision-making and more inclusive governance models in support of safe and sustainable urban air mobility.

Ms. Franziska Biermann, Head of Division “Cluster Policy” – City of Hamburg

 

Franziska Biermann is a senior economist and Head of the Division “Cluster Policy” at the Hamburg Ministry of Economy and Innovation (BWI). Before, she was a researcher at the Hamburg Institute of International Economics (HWWI).

Ms. Reem Al Saffar, Senior Manager of the Aerodromes Section – United Arab Emirates General Civil Aviation Authority

 

​Reem Al Saffar is a seasoned aviation professional currently serving as Senior Manager of the Aerodromes Section at the United Arab Emirates General Civil Aviation Authority. In this pivotal role, she oversees the safety oversight and certification of international and domestic airports, heliports, helidecks, and vertiports. Additionally, she manages Rescue & Fire-Fighting services, airport emergency plans, airport development projects, and handles the formulation, and implementation of national aerodrome regulations. Notably, she also spearheaded the publication of the first national regulation on vertiports, demonstrating a commitment to maintaining the highest standards of safety and operational excellence in the aviation sector.

Ms. Liza Josias, Global Ecosystem Development – Eve Air Mobility

 

​Liza Josias leads Global Ecosystem Development at Eve Air Mobility where she works closely with fleet operators, governments and industry to prepare the ecosystem for safe, accessible and sustainable urban flights. She was a key author of Eve’s Urban Air Traffic Management (Urban ATM) concept and contributed to numerous Urban Air Mobility Concepts of Operations that were tailored for cities across five continents. Her experience spans research, operations, and future aviation planning in Europe, Australia and the United States. Liza is passionate about democratizing UAM and believes it can positively benefit communities in ways that extend well beyond mobility.
