The main goal of the No Country Left Behind (NCLB) initiative is to help ensure that the application of Standards and Recommended Practices (SARPs) is further harmonized globally, so that all States have access to important socio-economic benefits derived from safe and reliable air transport. In response to this ICAO NCLB initiative, the ICAO Regional Office for North America, Central America and the Caribbean (NACC) developed a comprehensive strategy that has progressively evolved to become the Systemic Assistance Program (SAP); to support this strategy, the Civil Aviation Authorities of the NAM and CAR Regions have committed to promote the development of civil aviation safety through non-binding agreements, which, considering the differences and specific challenges of each State/Territory, allow to establish mutual cooperation arrangements to face common challenges and problems through regional initiatives. The establishment of the NAM/CAR Regional Working Group of National Continuous Monitoring Coordinators (NAM/CAR/NCMC/WG) and its Terms of Reference (ToR) are based on the Declaration of Intent (DoI) for NCLB strategy of the NACC Office, agreed during the Sixth Meeting of Directors of Civil Aviation of North America, Central America and the Caribbean (NACC/DCA/6) held in Nassau, Bahamas in May 2016. The main objective of the NAM/CAR/NCMC/WG is to support States to increase the effective implementation of its safety oversight systems under the SAP Program, and to improve the preparation for the Continuous Monitoring Approach (CMA) activities of the Universal Safety Oversight Audit Program (USOAP) in accordance with ICAO requirements, working collaboratively, sharing best practices and promoting efficient and effective collaboration. |
