ICAO Environmental Tools
In order to inform the Council on the effect that the mitigation measures described in States’ action plans will have on projected CO2 emissions from international aviation, States need to submit action plans with quantified expected results. The Secretariat completed a revision of the Guidance on the Development of States’ Action Plans on CO2 Emissions Reduction Activities (Doc 9988).
The updated guidance document includes ‘rules of thumb’ that can be used to estimate the benefits from every element of the ICAO Basket of Measures to manage CO2 emissions from international aviation. The rules of thumb have been automated in a software tool, known as the Environmental Benefits Tool (EBT). EBT adds to the previously-developed tools, such as the ICAO Carbon Emissions Calculator (CEC) and the ICAO Fuel Savings Estimation Tool (IFSET).
The combination of the revised Doc 9988 and the EBT aims to ensure that all States are able to submit an action plan with quantified results.
In addition, the ICAO CEC continued to be used as the official tool to estimate the air-travel portion of UN agencies’ carbon inventories, in support of the Climate Neutral UN.
