Funding of Air Transport Infrastructure
The Organization continued its activities relating to the economic aspects of airports and air navigation services. The Airport Economics Panel (AEP) and Air Navigation Services Economics Panel (ANSEP), through the working groups established by their last joint meeting in 2015, progressed on most of the assigned tasks, such as the development of guidance on cost-benefit and business case analysis, financing schemes and operational incentives for the modernization of the air transport system; the application of existing guidance material for non-economically viable airports; and clarification and streamlining of definitions and terminologies related to charges and airport activities. The Secretariat initiated preparations for the Sixth Joint Meeting of the AEP and ANSEP scheduled for May 2017 (AEP-ANSEP/6).
Financing of the Aviation System: business cases to support infrastructure investment
The second ICAO World Aviation Forum, held in Montréal on 26 September, highlighted, among other things, a need to strengthen capacity for States to develop business cases and analyse high-quality disaggregated data which can be used to estimate requirements for identified aviation infrastructure projects, reduce investment risks and uncertainty, and evaluate returns on investments. The Secretariat initiated work towards consideration of such business cases, including through AEP-ANSEP.
