Management and monitoring of ICAO partnerships — Partnerships Framework (Guidance and Portal)
In response to outstanding recommendations of the ICAO External Auditor, the Council and Evaluation and Internal Audit Office (EAO) evaluation reports, ICAO developed a comprehensive partnership framework which includes the ICAO Policy on Interactions with External Parties; General Secretariat Instructions on Agreements, Memoranda of Understanding (MoUs) and “Similar Arrangements” (GSI); and material that provides internal guidance for Secretariat staff on the policies, processes and procedures related to ICAO partnership activities. The framework fully supports and addresses the goal of beneficial engagement with various partners and industry stakeholders in a manner that enhances transparency, good governance and accountability. A Partnerships Platform has also been created to serve as a single organizational repository of ICAO’s partnerships and collaborative relationships, including those with the Private Sector. The consolidated database includes profiles on partnerships by Strategic Objective, functional area, and agreement type. The launch of the Partnerships Platform has been planned.
