ICAO Government Safety Inspector — Personnel Licensing

DESCRIPTION

This Implementation Package (iPack) is a self-contained package assisting and guiding the civil aviation authority (CAA) in conducting their safety oversight functions related to Personnel Licensing (PEL) that is consistent with principles and provisions set forth in the Chicago Convention and its Annexes. It includes relevant documentation and a training course to support these functions. A dedicated subject matter expert will work with the CAA personnel guiding their implementation efforts to achieve the objectives of this iPack. The level of progress made against each iPack objective depends on the availability of authority’s resources to perform the work.

 

GOAL

 

The goal of this iPack is to assist and guide civil aviation authorities, and their personnel licensing aviation safety inspectors, with attaining the competencies required to conduct PEL safety oversight functions in accordance with ICAO’s Standards and Recommended Practices (SARPs), Model Civil Aviation Regulations (MCARs), and technical guidance.

 

OBJECTIVES

 

Following the successful deployment of this iPack, CAA safety inspectors with personnel licensing responsibilities will be better equipped to:

 

  1. establish and maintain a CAA PEL system;
  2. obtain knowledge testing services from an outside provider and manage a knowledge testing system;
  3. evaluate a licence application for completeness and accuracy and determine if an applicant is eligible for the licence sought;
  4. administer, grade, and document the results of knowledge tests;
  5. conduct flight crew licence and maintenance technician skill tests;
  6. determine the appropriate document to be issued based on the skill test results;
  7. validate and convert foreign licences; and
  8. suspend or revoke a licence.

 

TARGET AUDIENCE

 

The target audience of this iPack comprises CAA licensing office staff, including flight crew licensing operations inspectors, maintenance licensing inspectors, and licensing officers or administrative licensing staff.
