37th Session of the Legal Committee
The 37th Session of the Legal Committee, chaired by Mr. T. Olson (France), was held in Montréal from
4 to 7 September 2018. It was attended by 170 participants from 70 Member States and 8 international organizations. At the conclusion of its Session, the Committee elected its new Chairpersons as follows:
Ms. S.H. Tan (Singapore) was elected as Chairperson,
Mr. N. Luongo (Argentina) as First Vice-Chairperson,
Ms. S. Metsälampi (Finland) as Second Vice-Chairperson,
Ms. E. Manga (Gambia) as Third Vice-Chairperson and
Mr. B. Al-Mubarak (Kuwait) as Fourth Vice-Chairperson. All officers were elected by acclamation.
As a result of its considerations as well as the decisions taken, the Committee unanimously endorsed the following work programme:
- International legal aspects of unmanned (pilotless) aircraft operations and integration into civil aviation;
- Review of the ICAO Rules for the Settlement of Differences;
- Consideration of guidance on conflicts of interest;
- Consideration of the adequacy of existing international air law instruments in addressing cyber threats against civil aviation;
- Acts or offences of concern to the international aviation community and not covered by existing air law instruments;
- Promotion of the ratification of international air law instruments;
- Implementation of Article 21 of the Chicago Convention; and
- Study of international legal issues relating to global navigation satellite systems (GNSS).
